Citation: At approximately 0705 hours it was observed that the establishment had conducted it's own pre-operational inspection of the facility and documented there findings on the establishment's pre-operational inspection form for today's production (09/07/2011). I then conducted a scheduled pre-operational inspection (01B02 task) of the Processing Area. The Band Saw was randomly selected to conduct the pre-operational inspection on. The right side of the Band Saw's stainless steel table top was observed to have product residue from previous day's production (approximately one (1) square inch in diameter) on it. Also the frame support for the blade guide had product residue on the underside of the support column (approximately one (1) square inch in diameter) on it. USDA REJECT TAG B 3069919 was applied to the Band Saw and Mr. was informed of my observations and action taken. No product was affected as it was observed prior to production beginning in the facility. This is a failure to comply with regulations 9 CFR 416.13(a) and 416.4(a)

Regulation:

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP’s before the start of operations.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
