Citation: While performing Hat tasks stunning effectiveness at approximately 0825 I observed a student performing the stunning of a steer with the captive bolt stunner. The steer was stunned but the shot didn't produce immediate unconsciousness with the first shot. The instructor immediately re-stunned the steer a second time and produce immediate unconsciousness. I informed that this is a noncompliance with regulation 313.15. No retain tag was applied to knocking box because Plant Manager verbally proposed immediate correct actions and further plan actions and I received this in writing.
Regulation:
313.15 (a) Application of stunners, required effect; handling. (1) The captive bolt stunners shall be applied to the livestock in accordance with this section so as to produce immediate unconsciousness in the animals before they are shackled, hoisted, thrown, cast, or cut. The animals shall be stunned in such a manner that they will be rendered unconscious with a minimum of excitement and discomfort.
