Citation: On Friday, June 15, 2012, at approximately 0412 hours, after the plant’s pre-operational sanitation was performed and released to USDA by Quality Assurance (QA), I performed a pre-op sanitation procedure and observed the following noncompliance: In the Live Receiving Department; Unit #10 (Hock Cutter) there was an accumulation of light brown residue on four of the six black electric cords to the Hock Cutter machine. While continuing my inspection in the Evisceration Department at approximately 0427 hours, the following was observed; Unit #1 (Open to NY Room, Scale, Sliding Gate)  there was an accumulation of black grease, and white residue on the East and West guide bars to the East and West Shackle Lines at the open from the New York Room to Evisceration Department.  There were white residue on the East and West guide bars approximately seven feet from the New York Room to the open in the Evisceration Department. There were black grease on the East and West guide bars approximately seven feet from the Evisceration Department to the New York Room. I rejected the East and West Guide Bars with US Rejected Tag B40 170302 for unsanitary conditions. While continuing my inspection in the Chiller Department at approximately 0442 hours, the following was observed; Unit # 6 (East/West Bird unloader, Bird Unloader Conveyor) there were eight to ten chicken fat pieces on the direct product contact surface of the stainless steel chute to the Bird Unloader Conveyor.  The chicken fat pieces range from 1/8 inch to ½ inch in sizes covering an area of approximately 1/4 of the stainless steel chute. I rejected the Bird Unloader Conveyor Chute for unsanitary condition, and remained in the area until sanitary condition was restored. A check of the plant’s SSOP Form (Live Receiving Department) shows no deficiencies for the above noncompliance. The department was released at 1120 hours for inspection on 6-14-2012.  A check of the plant’s SSOP Form (Evisceration Department) shows no deficiencies for the above noncompliance. The department was released at 1210 hours for inspection on 6-15-2012. A check of the plant’s SSOP Form (Scalder, Main Chiller, and Red Water Chiller Departments) shows deficiencies for the above noncompliance. The department was released at 0131 hours for inspection on 6-15-2012. I informed (Sanitation Manager) of all noncompliance. All noncompliance found were from previous day’s operation. Establishment management has received oral and written communication concerning this noncompliance. Continued failure to comply with regulatory requirements could result in additional enforcement action as described in 9 CFR part 500.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
