Citation: On May 25, 2012 while performing Pre-Operational SSOP Review and Observation, after QA personnel had performed pre-operational inspection report and released as acceptable to USDA, the following noncompliances were found: On the conveyor belt from the chiller there were approximately 5-8 pieces of chicken fat ranging from 1/4" to 1.5" in diameter located at different locations over the belt on the direct food contact surface.  On the prechill station large table there were approximately 10 chicken fat particles approximately 1/8'' in diameter on the direct food contact surface.  There was dried chicken fat residue coating the entire bottom surface and inside side of the hand pump for the soap dispenser in the packing area near the north wall.  On the paper towel dispenser next to the hand soap dispenser there was a piece of dried chicken meat approximately 1.5" long by 1/4" wide on the bottom near the paper towel outlet.  On the thigh deboning belt there were approximately 8-10 black speck UFMs (Unidentified Foreign Material) and approximately 10 chicken fat particles 1/8" on both the top and underside all along the belts.  These belts had been rejected, rechecked and approved by QA personnel prior being released to USDA.  In cut-up there were approximately a total of 20-30 chicken fat pieces ranging from 1/8" - 2" in diameter found across most of the belts on both the top and underside and some pieces found on the drop trays underneath the belts. QA personnel had found these belts acceptable.  These are direct food contact surfaces.  There were approximately 10 black speck UFMs also on a couple of the belts on both the top and underside surfaces of the belts.  In breast deboning there was a piece of chicken fat approximately 2" long by 1/4" wide on the stainless steel catch tray on the north cone line.  There were approximately 8-10 chicken fat particles 1/8" on various cones down the cone line.  On top of almost all the overhead tube lights in packing, breast deboning, evisceration, tray pack there was dust and dried chicken residue and pieces ranging in size approximately 1/8” – ½”.  These are located directly above direct food contact surfaces.  was notified of all noncompliances.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.15(a) Each official establishment shall take appropriate corrective action(s) when either the establishment or FSIS determines that the establishment’s Sanitation SOP’s or the procedures specified therein, or the implementation or maintenance of the Sanitation SOP’s, may have failed to prevent direct contamination or adulteration of product(s).

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
