Citation: At approximately 0410 hrs., after the plants pre-operational sanitation and prior to the start of operations I observed the following noncompliance's while performing the 01B02 procedure for pre-operational sanitation. In the picking room department I observed an excessive amount of product residue build up on the finger hubs of the south side picker #4. I immediately rejected picker #4 with U.S. tag #B39800906 and notified of the noncompliance. After a review of the plants SSOP records for the picking room department the picker #4 was documented as acceptable and the department was released for USDA inspection at 1201 hrs. While continuing my pre-op inspection in the chiller/packing department I observed overspray on the ceiling at the giblet chiller area, a blood clot in the liver chiller, and fat particles on a stainless steel table. All deficiencies were immediately cleaned in my presence. At 0540 hrs. while continuing pre-op inspection in the deboning department I observed numerous pieces of chicken fat various sizes in the repack theroformer #2. I immediately rejected the #2 repack thermoformer with U.S. tag # B39800903 and notified of the noncompliance. After a review of the SSOP records for the breast deboning department the repack thermoformer #2 was documented as rejected recleaned and sanitized and released for USDA inspection at 0528 hrs. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
