Citation: At approximately 2145 hours, after the Quality Assurance had performed their visible fecal material test on the poultry carcasses parts, I performed a 03J01 procedure code on the poultry carcasses parts contaminated for visible fecal material. I randomly selected ten poultry carcasses parts (Ten Breasts, Twenty wings and Twenty Legs) from the white plastic container and inspected them for visible fecal material. I observed fecal material on one of the ten randomly selected test carcasses parts. I observed one poultry carcass part with visible fecal contamination on the inside flat portion of the wing at two different location. I took a regulatory control action on one (1) white plastic container of poultry carcasses parts with U.S. Retained Tag B39 801384. The fecal material was greenish brown in color, semi-solid, pasty consistency covering approximately 2mm and 4 mm in diameter. The fecal material smeared to the touch. This is a failure for zero tolerance of visible fecal material and a failure of CCP#2B of plants HACCP plan. (Evisceration Supervisor) was informed of this noncompliance. The affected carcass part was taken to the reprocessing station to be reworked. A check on the plant HACCP Salvage Fecal Log 7A - CCP#2-B, dated 12-06-2010 shows sub lot#1C - Time: 2130 hours - Initial by - fecal test # in 10 - 0 (Zero). If I had not observed the visible fecal material on the poultry carcass part, when I performed this test, therefore it is reasonable to assume the contaminated part would have entered the salvage parts chiller system in violation of regulation 9 CFR 381.65 (e) as well as 9 CFR 417.2(c) (4). I then performed a 03J02 procedure for the specific lot for all CCP's plus the preshipment review. The establishment has identified fecal material to be a hazard in its hazard analysis and controls the hazard with CCP#2B. Fecal material harbors microorganisms and possible pathogens and must be prevented from entering into the chill system. Establishment management has received oral and written notification concerning this noncompliance. FSIS would expect the establishment to have procedures in place to prevent the reoccurrence of contaminated salvage parts from entering the salvage parts chiller system. This document serves as a written notification that failure to comply with regulatory requirement could result in additional enforcement action described in 9 CFR part 500.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
