Citation: At 0350, after the establishment had performed their pre-operational sanitation inspection and prior to start of operation, I observed the following noncomplinances while performing hands on SSOP review and observation in 2nd processing.1. At the turkey cone debone line, the blue drive wheel located near the wing cutting area had black grease on the outside edge  and the small silver hub in the center of the wheel. The grease had the potential to contaminate product as it ran on the line. I tagged the unit with USDA tag #B19169254, after the wheel was fixed and cleaned it was released at 0755.2. Six sets of wheels used to move barrels around were found with poduct residue (fat,grease) over a majority of the units. The wheels were cleaned in my presence.3. The white cogs at the exit end of the spiral freezer belt were found to have a browish build-up encompassing 2 of the 4 cogs. I tagged the unit with USDA tag #B19169253 after the cogs were cleaned I released the unit at 0515. This is a product contact area.Ms. (Sanitation Supervisor) was informed. This is a violation of 9 CFR 416.4(a, b) and your SSOP Plan.A similar occurrence was documented 05/22/12; as noted above in block 6a , the proposed further plan actions were not properly applied or ineffective as demostrated by todays noncompliance.

Regulation:

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
