Violation: 416.4(b)

Citation: While performing ISP 01B02 in establishment 01015-P, prior to the start of operations but after the establishment's preoperational sanitation was completed and after the Quality Assurance technicians had released the area to FSIS, on 08/25/2010. The following 06D01 (facility) deficiencies were found : 1) The turkey shield covers to the pickers had black mold-like substance and previous days' production residue (feathers and blood) on it. The selected item was # 39 (RP-3000 Picker) for preoperational sanitation inspection. I expanded the area to the other pickers, and they were unacceptable with the same deficiencies. All the turkey pickers were rejected. No tag was applied as I continued my preoperational inspection. All the covers were removed and recleaned and resanitized. I reinspected the turkey pickers and found them acceptable at approximately 0410 hours. 2) The Bromine cabinet (between the cover and plastic flap) had black mold-like substance on it. No tag was applied as I remained in the area. 30 The turkey rinse cabinet motor had previous day/days' production residue (turkey fat and feathers) and a black mold-like substance on it. The sensors before the rinse cabinet had previous day/days' production residue ( fat, blood, and feathers) on it. No tag was applied as I remained in the area. 4)In the chicken salt area, two motors that control the conveyor belt had black mold-like substance and previous day/days' production residue ( used salt, chicken fat, and feathers) on it. 5) In the same preoperational area, the incline conveyor framework had black mold-like substance on it. I immediately notified Mr. (Sanitation Manager) of these deficiencies. All items listed above are non-food-contact surfaces. At approximately 0409 hours on the raw side of the cook room, Consumer Safety Inspector observed the following 06D01 deficiencies: 1) There were 25 small silver dump tanks had previous day/days' production residue (fat, meat, and a black greasy substance) on the bottom and wheels of the tanks. No tag was applied , as she remained in the area. 2) There were 2 large silver tanks that had a grease/ protein buildup on them . It was located on the underside of it and encompassed the majority of the bottoms. Mr. (Director of Sanitation) was informed. The two items listed above were recleaned and resanitized. She reinspected and released them at 0445 hours. Upon reviewing the establishment's preoperational records, there's no evidence that the establishment's sanitation personnel or Q.A. Techs have discovered these noncompliances, nor is there written documentation of these noncompliances. This is the direct violation of 9 CFR 416.4(b), as well as the plant's own SSOP plan. Past Similar NRs - Previous Ineffective Plant Actions: ineffective monitoring and/or cleaning of the equipment. Regulation:

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
