Citation: At approximately 0815 hours I informed plant management that I was going to take a Salmonella sample on a turkey carcass in the cooler. I observed the QC personnel clean and spray the tank with chlorine sanitizer. I randomly chose a carcass and it was placed into the tank. As I was leaning into the tank I noticed an extremely strong chlorine smell as well as the fact that the tank was not dry but still had sanitizer solution in the bottom the tank. This solution was coming into direct contact with the breast of the carcass as well as the right leg and right wingtip. I asked Ms. [redacted] QC, what the concentration of the sanitizer was and she was unsure. I asked her to take a sample from the sanitizer which had just been used on the tank and measure the concentration. The free chlorine concentration was greater than [redacted] ppm. Regulatory control tag, tag number B24785719 was placed on the carcass. Mr. [redacted] QC, was verbally notified of the non-compliance. The establishment is not complying with 9CFR416.13(b) and 416.4(c).

Regulation:

416.13(b) Each official establishment shall conduct all other procedures in the Sanitation SOPís at the frequencies specified.

416.4(c) Cleaning compounds, sanitizing agents, processing aids, and other chemicals used by an establishment must be safe and effective under the conditions of use. Such chemicals must be used, handled, and stored in a manner that will not adulterate product or create insanitary conditions. Documentation substantiating the safety of a chemicalís use in a food processing environment must be available to FSIS inspection program employees for review.
