Citation: At 1405 Hr. while I went outside to perform ante-mortem inspection on Lot No. 3 birds I observed the following. In the parking lot/ driveway at the live bird unloading dock I saw a blue 2 piece hose leading from the No.2 water tank to No.1 well at the live bird truck parking. This blue hose was conveying potable water from the #2 tank to the #1 well as I was informed by Mr. [redacted] Slaughter Supervisor. This hose expelled water from both the 2 piece hose connection and at the connection going into the plate over the well entrance/manhole. The water from the loose connector at the well opening looked to be seeping from connector at the top of the outside plate covering into the well. The plate connector on the outside of the well where the water entered from the hose had a rusted valve and when we later turned this plate over that was on the inside side of the well this opening had flaking rust where the water exited into the well. This blue hose on the outside covering had bird fecal on it and I could not determine what material this hose was composed from. I applied US Reject tag No. B34802792 to the blue hose and US Reject tag No. B34802801 to Well No. 1. I informed plant management at the time of finding this noncompliance. This is a violation of 9 CFR 416.13(c) and 416.2(g).

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.

416.2(g)(1) Water supply and water, ice, and solution reuse. A supply of running water that complies with the National Primary Drinking Water regulations (40 CFR part 141), at a suitable temperature and under pressure as needed, must be provided in all areas where required (for processing product, for cleaning rooms and equipment, utensils, and packaging materials, for employee sanitary facilities, etc.). If an establishment uses a municipal water supply, it must make available to FSIS, upon request, a water report, issued under the authority of the State or local health agency, certifying or attesting to the potability of the water supply. If an establishment uses a private well for its water supply, it must make available to FSIS, upon request, documentation certifying the potability of the water supply that has been renewed at least semi-annually.
