Citation: At approximately 01035 hr.while reliving the line Inspector for his break at the Inspection station , I observed an employee at the vent cutting area try to rinse off her hands and the knife she was using but there was no water coming out of her spigot at her station. At the vent gun the employee there also was trying to rinse his gloves, but very little water was coming out of his spigot. I took immediate regulatory control action by stopping the evisceration line. I informed Mr. [redacted] supervisor of the non compliance. He told me that he put in a maintenance request earlier for them to check the water pressure. I asked Mr. [redacted] too have Mr. [redacted] come to the department. I told Mr. [redacted] that the line cannot run without the employees having water to rinse there hands properly. When corrective action was in place by the plant by providing water at the areas mentioned, regulatory control was relinquished. At plant meetings with management & USDA, 10-14,10-21 & 11-04, 2010, water at the station in the evisceration department was discussed and documented. The plant is not meeting 9 CFR 416.2(g) & 416.5(a). Past Similar NRs - Previous Ineffective Plant Actions: Plant's further planned action was either not implemented or was ineffective NR: 53-2010 dated 10/14/2010 This document serves as a written notification that your failure to comply with regulatory requirement(s) could result in additional regulatory or administrative action.

Regulation:

416.2(g) Water supply and water, ice, and solution reuse. A supply of running water that complies with the National Primary Drinking Water regulations (40 CFR part 141), at a suitable temperature and under pressure as needed, must be provided in all areas where required (for processing product, for cleaning rooms and equipment, utensils, and packaging materials, for employee sanitary facilities, etc.). If an establishment uses a municipal water supply, it must make available to FSIS, upon request, a water report, issued under the authority of the State or local health agency, certifying or attesting to the potability of the water supply. If an establishment uses a private well for its water supply, it must make available to FSIS, upon request, documentation certifying the potability of the water supply that has been renewed at least semi-annually.

416.5(a) Cleanliness. All persons working in contact with product, food-contact surfaces, and product-packaging materials must adhere to hygienic practices while on duty to prevent adulteration of product and the creation of insanitary conditions.
