Citation: At approximately O1220 hrs. while sitting at the Inspection station on the evisceration line I observed an employee at the neck cutting station trying to rinse off his gloves and knife. the employee had NO water coming out off the spigot, at the same time I observed at the feet cutting station that the employee had no water coming out of his spigot. I immediately stopped the line and informed Mr. [redacted] & Mr. [redacted] of the noncompliance. After the plant had the water running at the stations mentioned, the line was started. Additionally at approximately 0220 hrs. while sitting at the inspection station, I observed NO water coming from the shower heads thru-out the line, no water was coming out at my spigot. at the other stations on the line. At the reprocessing station none of the hoses had water. The plant realized there was no water, but failed to stop production and kept the evisceration line going. Therefore I stopped the line and took regulatory control action by stopping production. I informed Mr. [redacted] and Mr. [redacted] of the non compliance. When the plant took corrective action by fixing the problem , regulatory control action was relinquished and production resumed. The plant is not meeting 416.2(g) and 416.5(a). Past Similar NRs - Previous Ineffective Plant Actions: There is no response for N. R.# 0053-2010-17310 at this time NR: 53-2010 dated 10/14/2010

Regulation:

416.2(g)(1) Water supply and water, ice, and solution reuse. A supply of running water that complies with the National Primary Drinking Water regulations (40 CFR part 141), at a suitable temperature and under pressure as needed, must be provided in all areas where required (for processing product, for cleaning rooms and equipment, utensils, and packaging materials, for employee sanitary facilities, etc.). If an establishment uses a municipal water supply, it must make available to FSIS, upon request, a water report, issued under the authority of the State or local health agency, certifying or attesting to the potability of the water supply. If an establishment uses a private well for its water supply, it must make available to FSIS, upon request, documentation certifying the potability of the water supply that has been renewed at least semi-annually.

416.5(a) Cleanliness. All persons working in contact with product, food-contact surfaces, and product-packaging materials must adhere to hygienic practices while on duty to prevent adulteration of product and the creation of insanitary conditions.
