Citation: At approximately 01350 hrs. while entering the ladies bathroom I noticed a plunger setting in the middle of the bathroom. I open the doors to the stalls and noticed that the bathrooms were back up and not in working order. I was also informed by a male employee that the men's commodes were not working either. I immediately went to the QC office and informed Mr. [redacted] that he must stop production because of the clogged commodes and that the plant has no bathroom facilities for the employees. Mr. [redacted] informed the supervisor to stop production ,and then called maintenance. Plant employees were not allowed in the bathroom area so no other regulatory control action was needed. When my tour of duty was ending I informed my supervisor and the FLS of the problem. The FLS notified the 2nd shift CSI of the situation. When I was leaving for the day Mr. [redacted] informed me that the commodes were starting to flush, and that the 2nd shift CSI was in communication with him via cell phone that he would call the CSI when the problem was corrected and he could follow up on it. The plant is not meeting g 9 CFR 416.2(e).

416.2(e)(1) Plumbing. Plumbing systems must be installed and maintained to: Carry sufficient quantities of water to required locations throughout the establishment;
