Citation: At approximately 7:00 am,Dr. [redacted],Dr. [redacted] and I(CSI [redacted] preceded down stairs for a walk through of the Establishment and to discuss the Pre-op Sanitation of the product tanks with plant manager [redacted] there were no product tanks in the area.After our discussion with [redacted] Dr. [redacted] and myself preceded to the other departments and found the following non-compliance in the packing department: There was a plant Employee throwing chickens into a tank.We asked where it had come from and were told it had just been emptied of previous days poultry.We asked if it had been cleaned and sanitized and the answer was no.There were about 150 birds in the bottom of the tank. [redacted] was informed of the non-compliance. Retain tag NO.B28047899 was applied to the tank of chicken. The establishment is not following 9 CFR-416.13(a),and 416.4(a).

Regulation:

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
