Citation: At approximately 1130 hours while performing 01C02 procedure I, Inspector [reacted] asked [reacted] Plant Manager for the documentation to show that the establishments sanitizing agent is being used safe and effectively. Mr. [reacted] provided me with the establishment's GMP Subject: Production of Chlorinated Water Purpose: Directions to fill sprayer bottles with chlorine(sodium hypochlorite 12 1/2%) to produce sanitizer solutions at a range of 100 to 200ppm. The GMP lists a procedure for mixing and also states that samples taken from the unit in operation will be tested by titration method. The establishment has no supporting documentation to show that the sanitizing agent is being used safe and effectively. This is a violation of 9CFR 416.4(c). This document serves at written notification that the establishments failure to comply with regulatory requirement(s) could result in regulatory action.
310.18(a) Carcasses, organs, and other parts shall be handled in a sanitary manner to prevent contamination with fecal material, urine, bile, hair, dirt, or foreign matter; however, if contamination occurs, it shall be promptly removed in a manner satisfactory to the inspector.
416.4(c) Cleaning compounds, sanitizing agents, processing aids, and other chemicals used by an establishment must be safe and effective under the conditions of use. Such chemicals must be used, handled, and stored in a manner that will not adulterate product or create insanitary conditions. Documentation substantiating the safety of a chemicalís use in a food processing environment must be available to FSIS inspection program employees for review.
