Citation: At 1025 hours Dr. [redacted] SPHV and [redacted] CSI, informed me that they had been reviewing some equipment modifications in department 8. The equipment had not been used during this shift,and they had observed some insanitary conditions involving residues from the previous day's production. We then returned to the department and applied U.S. Rejected Tag #B36279366 to the dumper of the multi-cut line and notified [redacted]. I observed that the blue belt which encircles the entire line and carries the cut-up parts had many scraps of white fat and connective tissue present at many points all along it's length. A clear plastic divider had several visibly greasy smears on it. In addition, several cutting stations on this line had scraps of fat on product contact surfaces. Also, the frame of the dumper at the floor held a handful of fat scraps, meat scraps, and torn strips of plastic wrap. The drains in this area held large pieces of meat and fat. At two points on the line there were leftover pieces of pink plastic wrap left tied around overhead structures. All of these observations were made prior to the start of the operation of this line therefore no product was affected. [redacted] and were notified of these conditions. These observations represent noncompliance with 9 CFR 416.13(a) which requires that the establishment conduct preoperational sanitation procedures prior to the start of operations. The establishment recleaned and reinspected all of the equipment. Inspector [redacted] then inspected the equipment again and no further deficiences were observed. Later I reviewed the establishment's preoperational sanitation records for the production line. I observed that a record titled "8 Multi Piece cut up line Pre-Op Contact F-1519" had been entered starting at 0517 hours and ending at 0529 hours. All of the entries in this record were marked as "Accept." This represents noncompliance with 9 CFR 416.13(c) which requires that the establishment monitor the implementation of the procedures in the sanitation SOP's.


416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.
