Citation: At 1011 hours I was performing a Finished Product Standards test on a randomly selected sample of 10 birds taken from Line # [redacted] at the prechill testing location in the Evisceration Department. On one of the 10 birds in my sample, I observed that there was some internal mutilation involving some broken ribs and the wall of the cavity. On either side of this mutilation I observed some light brown material with a smooth appearance. Suspecting that it was fecal material, I called for [redacted] Evisceration Department Supervisor, and showed him my observations. I then separated the back from the ribcage and inspected the mutilation more closely. I touched the material and it smeared into a thin film. I then observed a larger collection of the material among the broken ribs and was able to remove some of it on my finger. After smelling the material, I concluded that it was indeed fecal material. Furthermore, had this bird not been included in my sample of 10 birds, then it would have entered the chiller. I also informed [redacted] General Production Manager, of the noncompliance. The plant took immediate corrective actions, and I also began an 03J02 procedure. An establishment designee conducted a retest at 1020 hours and found no further fecal material.


381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(e) Pursuant to 21 U.S.C. 456, 463, 608, and 621, the failure of an establishment to develop and implement a HACCP plan that complies with this section, or to operate in accordance with the requirements of this part, may render the products produced under those conditions adulterated.
