Citation: At approximately 1730 hours, food inspector [redacted] informed me that while she was inspecting chickens on line # [redacted] and inspection station #2, she found a roach on the left flap of a chicken. The roach was dark brown in color and approximately two inches in length. Mr. [redacted] General Production Manager, and Mr. [redacted] Assistant Plant Manager were informed with the noncompliance. The roach was killed and the product was condemned. this is a failure to meet regulatory requirement of 9 CFR 416.2(a) " Establishment must have in place a pest management Program to prevent the harborage and breeding of pests on the grounds and within establishment facilities." and 9 CFR 416.13(c) "Each official establishment shall monitor daily the implementation of the procedures in the sanitation SOP's." , and 416.4(d) " Product must be protected adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments." This document serves as written notification that your failure to comply with regulatory requirement(s) could result in additional regulatory or administrative action as described in 9 CFR 500.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.

416.2(a) Grounds and pest control. The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions, adulteration of product, or interfere with inspection by FSIS program employees. Establishments must have in place a pest management program to prevent the harborage and breeding of pests on the grounds and within establishment facilities. Pest control substances used must be safe and effective under the conditions of use and not be applied or stored in a manner that will result in the adulteration of product or the creation of insanitary conditions.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
