Citation: At approximately 0513 hours, I was located on the wet side area, of plant #2.. I notified the QSI supervisor that I wanted to perform preoperational sanitation procedure 01B02. I then waited until I confirmed the monitor had completed her check and the proper lockout/tagout procedures were taken for Line # [redacted] and the tumbling area. During my observation I found noncompliance and the following was observed: 1. Hanging off the side of the hopper; behind the tumblers, was 1 of the stainless steel utensils/hand tools. The end; normally used to handle product, was found touching the floor and when lifted up, I observed smeared and dried on product residues attached to this product contact surface. 2. The white incline conveyor; that leads to the injector conveyor, held more than 10 pieces of meat scraps and or other product residues. These findings varied in sizes up to 1/2". 3. The blue conveyor; for the injector, held approximately 4 pieces of fat and meat scraps. These findings varied in sizes. 4. On the side of the marination injector; parts of the marination holding tank held more than 20 pieces of fat, bone chips, meat particles and/ or scraps. These findings were inside and stuck in the wheel baskets and they varied in sizes up to 3/4 ", in size. QSI Supervisor [redacted] was present during these findings and immediately notified of this noncompliance. Immediate actions were taken on each finding but some took a little more time than others. The named equipment remained locked out and production ( for this line) was not permitted to began until the appropriate corrective actions were taken and verified. No additional regulatory actions were necessary and any actions taken were relinquished once the necessary actions were taken. At 0713 hours; I reviewed the establishments pre-operational records, for these areas. The records showed all mentioned equipment to be 'acceptable'. At approximately 0730 hours Mr. [redacted] was also verbally notified of this noncompliance. Past Similar NRs - Previous Ineffective Plant Actions: The establishment has not completed their written response as of yet. NR: 68-2011 dated 7/19/2011 Another similar N.R; relating to improper cleaning and failure to properly monitor: N.R.# 0079, dated 08/06/2011. However the responding preventive measures for this record relates to that area.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
