Citation: At 0734 hours I was performing a Finished Product Standards test on a sample of 10 birds selected randomly from Line # [redacted] at the prechill testing location in the Evisceration Department. On one of the ten birds I observed a brown mass of material 1/4 inch in diameter located on the right breast in direct contact with the meat in the neck area. When I touched the mass I also observed that it was thick and sticky and left a brown stain when removed. After smelling the material I concluded that it was fecal material. I immediately notified [redacted] General Production Manager, who was then able to observe the noncompliance. The establishment immediately began taking corrective actions and preventive measures, and I washed my station and proceeded to perform a Finished Product Standards test on a sample of 10 birds selected from the other line (Line # [redacted] at the prechill testing location in the Evisceration Department. At 0753 hours from this separate sample, I observed inside one of the ten birds a brown mass of material 1/8 inch in diameter located in a cleft where the left kidney had been partially dislodged. [redacted] was present and I showed her the noncompliance. I then confirmed my observations by removing the material with the tip of a pair of scissors and observing that this material was thick and pasty. After smelling the material I confirmed that it was fecal material. Both birds would have entered the chiller had they not been included in their respective samples which I had selected. In both instances, the establishment took immediate corrective actions and preventive measures, therefore no further regulatory control action was necessary. The establishment performed a recheck for each line, one for Line # [redacted] at 0806 and one for Line # [redacted] at 0757, and no additional fecal material was found. An 03J02 procedure was initiated immediately.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(e) Pursuant to 21 U.S.C. 456, 463, 608, and 621, the failure of an establishment to develop and implement a HACCP plan that complies with this section, or to operate in accordance with the requirements of this part, may render the products produced under those conditions adulterated.
