Citation: At 0430 hours I conducted a Preoperational Sanitation inspection of the Gizzard/Neck/Paw Department. At the junction of the gizzard CIP pipes and metal water strainer, I observed a piece of trachea 2 inches long. Upon further inspection, I could see a large mass of material hanging down inside the elbow that connects the CIP system to the metal strainer. [redacted] QSI Supervisor was present and observed this noncompliance. He disassembled the elbow, and the palm sized mass was pulled down out of the CIP pipe. Upon closer inspection of the mass, I disentangled the pieces and counted six complete esophagi complete with crops. All of the piping and related structures were cleaned and sanitized in my presence, therefore no further regulatory action was required. Sanitary conditions were restored before the start of operations in this department, therefore no product was involved. I later reviewed the establishment's records and observed that the first entry in the Preoperational Sanitation records for this department states "[redacted] ", and it was marked as "[redacted]" In addition I also reviewed the establishment's SSOP plan. The section covering Preoperational Sanitation, which includes all areas, begins on page 2 and item #4 states, [redacted]" The establishment has failed to conduct the preoperational procedures in their written SSOP plan as required by regulation 9 CFR 416.13(a).


416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.
