Citation: At 1212 I was performing a Finished Product Standards test on a randomly selected sample of 10 birds taken from Line # [redacted] at the prechill testing location in the Evisceration Department. Inside one of the 10 birds in the sample, I observed a mass of brown, smooth material 1/4 inch across located on the kidneys. When I touched this brown material, it stuck to my finger, and when I touched it with my thumb, some of the mass stuck and transferred. After smelling the material, I concluded that it was fecal material. Furthermore, this bird would have entered the chiller without further intervention by the establishment had it not been included in my sample. I immediately called in [redacted] Evisceration Department Supervisor, and showed him the noncompliance. The plant took immediate corrective actions and preventive measures, including the initiation of an 03J02 procedure, therefore no other regulatory control action was required.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(e) Pursuant to 21 U.S.C. 456, 463, 608, and 621, the failure of an establishment to develop and implement a HACCP plan that complies with this section, or to operate in accordance with the requirements of this part, may render the products produced under those conditions adulterated.
