Citation: In the first half of second shift slaughter on 01/27/2011, there was an electrical issue with the start/stop buttons at inspection station 4-2. An USDA online inspector took a regulatory control action by stopping a line because water leaking from the ceiling was running the start/stop buttons and the corresponding wires. Plant management was notified. Corrective action was implemented. This temporary corrective action was effective until approximately 2105 hours; another USDA inspector at inspection station 4-2 took a regulatory control action, via stopping the line. She notified me that the plastic wrapped around the start/stop unit started accumulating about 15 mL of brown colored water and there was a continuous stream of that fluid adulterating product. I directly observed the brown fluid drip onto the chickens currently on the line. I verified that the contaminated products totaling 3 wogs were condemned as plant rejects. Corrective actions were initiated by plant management. Plant management implemented preventive measures. Sanitary conditions were restored. The SIS line [redacted] resumed running at approximately 2119 hours. Evisceration supervisor, was informed of the deficiency and notified that a noncompliance record would be documented. The establishment was not in compliance with regulatory requirements 9 CFR 416.13(c), 416.15(a), 416.4(d). 416.2(b)(2).


416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.

416.15(a) Each official establishment shall take appropriate corrective action(s) when either the establishment or FSIS determines that the establishmentís Sanitation SOPís or the procedures specified therein, or the implementation or maintenance of the Sanitation SOPís, may have failed to prevent direct contamination or adulteration of product(s).
