Citation: At 0445 hours, prior to the start of operations, I conducted a scheduled preoperational sanitation inspection of the Chilling Department. On the white conveyor between the singulator and the grading unit conveyor, I observed half a dozen meat and fat scraps ranging in size from 1/8 inch to 1/4 inch. [redacted] was present during my inspection, and I showed him the noncompliances. Establishment employees then cleaned the conveyor, but when I reinspected it, I found an additional scrap of meat as described above. The process of recleaning and reinspecting was performed twice more each time resulting in additional similar findings. Eventually the conveyor was cleaned well enough that I was unable to observe any further meat or fat scraps. Since the conveyor passed inspection before the start of operations in this department, no product was affected. Later I reviewed the establishment's preoperational sanitation records and found that the establishment's designee conducted a preoperational sanitation inspection in the Chilling Department between 0401 and 0429 hours and indicated that the Grading Unit Conveyor was "Accept". This indicates that the establishment's preoperational sanitation monitoring in this department was not effective.

Regulation:

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.
