Citation: During the course of the 2nd shift slaughter of 01/05/2011, a total of 15 cadavers were condemned at postmortem inspection in the evisceration department. The occurrence of the cadavers spanned the majority of the eight hour shift. Evisceration Supervisor [redacted] and/or GPM [redacted] were notified of the occurrences of the cadavers on an ongoing basis as they appeared. Plant management was also notified at the USDA/plant weekly meeting 2 1/2 hours into the eight hour shift that there were birds slaughtered which were not being thoroughly bled, and there had already been 4 birds condemned as cadavers the previous shift as well as those condemned today. No effective corrective actions were taken during the course of the shift as the cadavers continued to occur. No corrective actions were proposed to me by the establishment to address the noncompliance. The birds condemned as cadavers were found to contain bloody viscera, vasodilatation of the blood vessels of the skin, blood in the body cavity, and blood in the muscle tissue. The necks were engorged with blood. The establishment was not in compliance with 9CFR 381.65(b) which requires that the poultry be slaughtered in a manner that results in thorough bleeding of the carcasses ensuring that breathing has stopped prior to scalding. This document serves as written notification that your failure to comply with regulatory requirements may result in additional regulatory or administrative action.

Regulation:

381.65(b) Poultry must be slaughtered in accordance with good commercial practices in a manner that will result in thorough bleeding of the carcasses and ensure that breathing has stopped prior to scalding. Blood from the killing operation must be confined to a relatively small area.

381.90 Carcasses of poultry showing evidence of having died from causes other than slaughter shall be condemned.
