Citation: At 0630 hours I completed a Finished Product Standards (FPS) test on a randomly selected sample of 10 birds taken from Line # [redacted] in the Evisceration Department. The subgroup total for the test was 50, which exceeds the subgroup absolute limit of 30 for this test. I notified [redacted] of my findings, and a retest was immediately performed by the establishment. I was present for this retest during which the establishment's designee told me that she had also had a failure earlier in the shift. The subgroup total for the retest was 25, which meets but does not exceed tolerance. However, later in the shift, after providing relief breaks to the online inspectors, I was able to review the establishment's records at 0730 hours and discovered that the establishment had performed a FPS test at 0536 hours and the resulting CUSUM was 18 which exceeds the start number of 11 for this test. Since the test performed at 0536 hours was within the past 5 tests, the establishment should have begun process actions as set forth in 9 CFR 381.76(b)(3)(iv)(d)(4) which also states that under these circumstances, the process is judged to be not in control. I immediately notified a quality assurance group leader and [redacted] General Production Manager, of the noncompliance so that retesting could be performed. As a routine procedure, the establishment regularly collects product exiting the chiller in tanks until 0730 hours, so 13 tanks of product from the beginning of the shift were available for testing using prechill criteria in addition to tests being performed on product exiting the chiller. In the Evisceration Department, 2 consecutive passing retests were performed at 0815 and 0825 hours. At this point, the process was judged to be in control. Retesting in the Chilling Department using prechill criteria began at 0745 hours and was performed every 30 minutes until 0953 hours. In addition, tests were performed on each of the 13 tanks previously mentioned. All retests resulted in subgroup totals below tolerance, therefore no product was held for rework.


381.76(b)(1) There are five systems of postmortem inspection: Streamlined Inspection System (SIS) and the New Line Speed (NELS) Inspection System, both of which shall be used only for broilers and cornish game hens; the New Turkey Inspection (NTI) System, which shall be used only for turkeys; Traditional Inspection; and Ratite Inspection.
