Citation: At 1045 hours I randomly selected and inspected a 10 bird sample from line # [redacted] at the prechill testing location in the Evisceration Department. On one of the birds in my random sample, I observed some dark green, smooth material located in a crevice where part of the right kidney was missing. [redacted] was called and I showed him the material. I then removed some of it on my finger and observed that it was pasty, and after smelling it, I concluded that it was fecal material. Furthermore, had this bird not been included in my random sample, it would have continued down the line without further intervention by the establishment and entered the chiller. [redacted] was notified that this was a noncompliance. The establishment conducted a retest at 1049 hours and no additional birds contaminated with fecal material were observed. An 03J02 procedure, including corrective actions and records review, was initiated immediately, therefore no regulatory control action was required.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(e) Pursuant to 21 U.S.C. 456, 463, 608, and 621, the failure of an establishment to develop and implement a HACCP plan that complies with this section, or to operate in accordance with the requirements of this part, may render the products produced under those conditions adulterated.
