Citation: At 0816 hours I was performing a Finished Product Standards test on a sample of 10 birds selected randomly from Line # [redacted] at the prechill testing location in the Evisceration Department and observed smooth, light brown material inside one of the 10 birds in my sample. The material was located near the lung on the left side of the bird, and was 3/4 inch long and 1/2 inch wide. After I felt that the material was pasty and smelled it, I concluded that it was fecal material. Furthermore, had this bird not been included in my random sample, it would have continued without further intervention by the establishment into the chiller. [redacted] Evisceration Department Manager, was notified of the noncompliance. The establishment performed a retest at 0822 hours and no additional fecal contamination was observed. An 03J02 procedure, including corrective actions, was initiated immediately, therefore no regulatory control action was required.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(e) Pursuant to 21 U.S.C. 456, 463, 608, and 621, the failure of an establishment to develop and implement a HACCP plan that complies with this section, or to operate in accordance with the requirements of this part, may render the products produced under those conditions adulterated.
