Citation: At 0754 hours I was performing a Finished Product Standards test on a sample of 10 birds that I had randomly selected from Line # [redacted] in the Evisceration Department at the prechill testing location. Inside the abdominal cavity next to the kidneys and underneath a fat pad of one of the ten birds, I observed some dark green, smooth, pasty material approximately 1/3 inch at its longest point. This material had also smeared and discolored the area around it. After smelling the material, I concluded that it was fecal material. Furthermore, had the bird not been included in my test, it would have continued on the line without further intervention by the establishment and entered the chiller. I showed this noncompliance to [redacted] General Production Manager. An 03J02 procedure, including corrective actions by the establishment, was initiated immediately. An establishment employee conducted a retest at 0801 hours and did not find any more fecal contaminated birds.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(e) Pursuant to 21 U.S.C. 456, 463, 608, and 621, the failure of an establishment to develop and implement a HACCP plan that complies with this section, or to operate in accordance with the requirements of this part, may render the products produced under those conditions adulterated.
