Citation: While performing a scheduled preoperational sanitation inspection procedure at 0453 hours prior to the start of operations in the Chilling Department, I observed a piece of meat inside and at the bottom of the Final Chiller near the exit. [redacted] QSI Supervisor, was present during my inspection, and I showed him the noncompliance. The meat was retrieved by establishment employees, and I observed that it was actually 2 pieces of meat that were each 1 inch long and 1/2 inch wide and were connected by a short strand of connective tissue. The Final Chiller was drained and sanitized. I reinspected it at 540 and did not observe any further noncompliance. My observations are a clear indication that the establishment failed to fully conduct the pre-operational procedures in the Sanitation SOP's before the start of operations as required in 9 CFR 416.13(a). I later reviewed the preoperational sanitation records for the Chilling Department and observed that two designees each performed a preoperational sanitation inspection, one at 0405 to 0419 hours and another at 0421 to 0434 hours. The "Final Chiller" category was indicated as "Accept" on both records. This is a clear indication that the establishment has failed to effectively monitor daily the implementation of the procedures in the Sanitation SOP's as required in 9 CFR 416.13(c).

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.
