Citation: At 430 hours I performed a scheduled Preoperational Sanitation Inspection in the Evisceration Department. I observed that 25 Line # [redacted] shackles out of approximately 40 had 1 to 4 pieces each of either meat or fat scraps, feathers, skin or residues associated with production. [redacted] QSI Supervisor, was present during my inspection and observed this noncompliance. He then informed me that an unknown mechanical failure had prevented them from cleaning the shackles properly. [redacted] General Production Manager, was also informed of the noncompliance. The shackles themselve convey product, but their condition was not so extreme so as to create an insanitary condition or adulterate product if not used. Therefore Ms. [redacted] elected to lock out the controls for Line # [redacted] which are located on the wall near the Line # [redacted] Viscera Pack Harvester, effectively preventing its use during production. In addition to the establishment's lock, I also applied Reject Tag #B39279293. Later during production at 710 hours, the establishment elected to remove the shackles from the line, collect them in a tank, and wash them in the Tank Wash Room. I removed the aforementioned reject tag and placed it on the tank of shackles. The establishment then took the shackles downstairs to the Tank Wash Room and washed them by hand. I observed this process at all of its various stages. Later at 1240 hours I was then able to reinspect the shackles and found them to be acceptable. I also reviewed the preoperational sanitation records and found that the establishment had conducted preoperational sanitation inspection but had failed to observe these noncompliances during their monitoring of the SSOP plan implementation.

Regulation:

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.
