Citation: At 0815 hours, I, [redacted] Consumer Safety Inspector, and Dr. [redacted] SPHV, were reading the requirements of CCP1B of the establishment's slaughter HACCP plan and observed that under the column entitled "Verification" it is stated that, "[redacted]". I then did a records check of the last known HACCP deviation that I was familiar with which was on 09/16/2010 at 0752 hours. Corrective actions for this deviation were documented at 11:09 hours. Nowhere in this documentation does it state that these corrective actions were directly observed. I discussed these requirements with [redacted] HACPP Coordinator, and he could not supply records documenting these verification procedures and results as required in 9 CFR 417.5(a)(3). Additionally, as we were reviewing the records for 10/29/2010, we observed that the results for the monitoring of CCP 1B Line [redacted] Slaughter Zero Tolerance Fecal, CCP did not give an actual value. For both lines [redacted] and for all nine checks of this CCP, the result recorded was "Accept". The results for the monitoring of CCP [redacted] on 10/29/2010 also did not state an actual value for the four results of the monitoring of this CCP. Mr. [redacted] HACCP Coordinator, was verbally informed of this non-compliance. The establishment is not complying with 9CFR 417.5(a) (3).

Regulation:

417.4(a)(2)(ii) Ongoing verification activities. Ongoing verification activities include, but are not limited to: Direct observations of monitoring activities and corrective actions;

417.5(a)(3) Records documenting the monitoring of CCP’s and their critical limits, including the recording of actual times, temperatures, or other quantifiable values, as prescribed in the establishment’s HACCP plan; the calibration of process-monitoring instruments; corrective actions, including all actions taken in response to a deviation; verification procedures and results; product code(s), product name or identity, or slaughter production lot. Each of these records shall include the date the record was made.
