Citation: At 0652 while conducting a Finished Product Standards test at the prechill testing location in the Evisceration Department, I observed a bird passing by on Line # [redacted] with a 3 inch piece of intestine pinned between a leg of the bird and the shackle carrying it. I immediately told an online inspector to stop the line and call for a floor employee to correct the situation. [redacted] General Production Manager, responded, and I showed her the deficiency. As she removed the bird and intestine, I observed a smooth, greenish-brown material that remained on the leg and intestine after they were separated. After smelling and touching the material and seeing that it was pasty, I concluded that it was fecal material. Furthermore, this bird would have entered the chiller without the possibility of intervention by the establishment. Corrective actions, including an 03J02 procedure, were initiated immediately. Retests were performed by the establishment at 0657 and 0701 and were both found to be acceptable.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(e) Pursuant to 21 U.S.C. 456, 463, 608, and 621, the failure of an establishment to develop and implement a HACCP plan that complies with this section, or to operate in accordance with the requirements of this part, may render the products produced under those conditions adulterated.
