Violation: 416.13(c), 416.4(a)

Citation: On the morning of 1/10/11 at approximately 0430 room 2170 (Frank Stuffing) was released for USDA inspection. At this time I explicitly asked, "Is this room released for USDA inspection?" I received an explicit affirmative from the employee in charge of pre-operational sanitation monitoring for room 2170. The following noncompliances were observed. There was product residue from the previous day's production in the pump housing of both the [redacted] and the hopper under the blender. In both cases the residue was at the top of a circular indent that went around a portion of inside of the pump housing. The affected area was approximately 1/8 inch wide, 3 inches long and 1/8 inch deep. The blade of one meat pump had a smear of product approximately 1/2 inch by 2 inches. Inside a different meat pump was a patch of corrosion between 1/4 and 1/2 inch in diameter. The corrosions was metallic on the outside. When scraped with a fingernail, the corrosion crumbled revealing a powdery black interior. Seven frank stuffing horns were found with meat and fat from previous production. Some were clogged with dried product. Other horns merely had patches of fat or meat on their interior or exterior. All of the above are food contact surfaces. All of the equipment involved in the above noncompliances were rejected verbally, cleaned and sanitized by the plant's sanitation contractors, and released. Mr. left the room for a portion of the time the 01B02 procedure was being carried out and so did not observe all of the noncompliances. When present, Mr. was immediately informed of the noncompliances and my actions. When absent, Mr. was informed of the noncompliances and my actions upon his return. Plant paperwork indicates that pre-operational sanitation was concluded at 0445. The same paperwork also lists several, but not all, of the deficiencies first observed by this inspector. The above non-compliances are in violation of 9 CFR 416.13(c) and 416.4(a). The noncompliances are also in violation of section 2.2 part 3 of the plant's own SSOP (last signed 9/3/10) which states " [redacted]."

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
