Citation: On 3/30/2011 at approximately 0720 while performing 03A01 procedure the following noncompliance was observed. Bryan's Meat Cutting's HACCP plans had not been reassessed for the year 2010. I informed of this noncompliance. This noncompliance does not meet the regulatory requirements of: 9 CFR 417.2 (d) (2) The HACCP plan shall be dated and signed: (iii) At least annually, upon reassessment , as required under ä 417.4(a)(3) of this part. 9 CFR 417.4 Validation, Verification, Reassessment. (3) Reassessment of the HACCP plan. Every establishment shall reassess the adequacy of the HACCP plan at least annually and whenever any changes occur that could affect the hazard analysis or alter the HACCP plan. Such changes may include, but are not limited to, changes in: raw materials or source of raw materials; product formulation; slaughter or processing methods or systems; production volume; personnel; packaging; finished product distribution systems; or, the intended use or consumers of the finished product. The reassessment shall be performed by an individual trained.

Regulation:

312.2(a) The official inspection legend required by part 316 of this subchapter to be applied to inspected and passed carcasses and parts of carcasses of cattle, sheep, swine and goats, meat food products in animal casings, and other products as approved by the Administrator, shall be in the appropriate form as hereinafter specified: 1

417.2(d)(2)(iii) The HACCP plan shall be dated and signed: At least annually, upon reassessment, as required under § 417.4(a)(3) of this part.

417.4(a)(3) Reassessment of the HACCP plan. Every establishment shall reassess the adequacy of the HACCP plan at least annually and whenever any changes occur that could affect the hazard analysis or alter the HACCP plan. Such changes may include, but are not limited to, changes in: raw materials or source of raw materials; product formulation; slaughter or processing methods or systems; production volume; personnel; packaging; finished product distribution systems; or, the intended use or consumers of the finished product. The reassessment shall be performed by an individual trained in accordance with § 417.7 of this part. The HACCP plan shall be modified immediately whenever a reassessment reveals that the plan no longer meets the requirements of § 417.2(c) of this part.
