Citation: On Wednesday April 25, 2012 approximately at 1045 hours while performing the humane handling task and watching the stunning activity of the plant, I found the following non compliance:I saw a market hog after being stunned and shackled falling down on the floor of the stunning and sticking area then the employees left the market hog on the floor for about 12-15 seconds approximately without doing reshackling again then the shackling employee started to drag the unconscious pig to his spot to shackle it again. while shackling the pig for the second time, I saw the pig trying to stand up then I saw the stunning employee stunning the pig immediately for the second time right after he saw the pig trying to stand up. After restunning the pig, the shackling employee shackled the pig and then the pig was sticked while unconsciousness. I also was looking at the pig to make sure it was rendered completely unconscious and it was. QC Personnel was notified of the non compliance. The establishment is not in compliance with 9 CFR 313.30 (b)(3) which states Each animal shall be given a sufficient application of electric current to ensure surgical anesthesia throughout the bleeding operation. Suitable timing, voltage and current control devices shall be used to ensure that each animal receives the necessary electrical charge to produce immediate unconsciousness. The current shall be applied so as to avoid the production of hemorrhages or other tissue changes which could interfere with inspection procedures. 9 CFR 313.30 (a)(4) which states The stunned animal shall remain in a state of surgical anesthesia through shackling, sticking, and bleeding.

Regulation:

313.30 (b)(3) Electric current. Each animal shall be given a sufficient application of electric current to ensure surgical anesthesia throughout the bleeding operation. Suitable timing, voltage and current control devices shall be used to ensure that each animal receives the necessary electrical charge to produce immediate unconsciousness. The current shall be applied so as to avoid the production of hemorrhages or other tissue changes which could interfere with inspection procedures.

313.30 (a)(4) The stunned animal shall remain in a state of surgical anesthesia through shackling, sticking, and bleeding.
