Citation: On November 29, 2011 at approximately 1100 hrs, while performing an ISP Slaughter HACCPTask , I identified the following noncompliances: While I was watching the [redacted] QC Managerchecking the concetration of Peroxy Acetic Acid before the start of killig and after she was done from performing the procedure, I found the concentration of PAA. is( 130 PPM) which is not compliant with the establishment HACCP Slaughter plan which states [redacted] I notified [redacted] QC Manager and also Mr. [redacted] Jr, Plant Manager of the non compliance. I took a regulatory control action and stopped the line until the establishment took their corrective action to bring the CCP back under control. After the establishment took the corrective action the PAA concetration was 190 PPM. and returned back under control.The establishment is not in compliance with 9 CFR417.2(c)(4) which states: List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits. 1- The establishment stated that I wrote in my NR the PAA concentration was checked before the start of killing, although the kill production had started with roaster pigs, I wrote that, because it is according to the establishment HAACP Plan form( USA-HACCP-FORM-007) which states ( the [redacted] 2- The establishment stated that they stopped the line at the bunging area until the other employees come from the cutting floor to begin working on the moving line, that is not true, because: a) I stopped the line myself not the establishment. b) All of the employees were ready to start killing, because the inspector [redacted] was informed from the establishment to go to the inspection line to start her work. . 3-Because the CCP was not meeting the critical limit, the plant was not in compliance with 9 CFR 417.2 (c)(4), I stopped the line until the establishment takes its corrective action. 4- According to the above mentioned explanations, the establishment appeal is denied.
