Citation: On August 25, 2011, at approximately 0710 hours while performing the Pre-Operational Sanitation procedure after the plant has performed theirs, I observed the following non-compliance: Inside the polisher's wall which is closer to the middle cooler there was an areas of approximately 4 X 4 inches covered with a considerable amount of fat and also on the other side of the polisher which is facing the inspection line I found areas of approximately 3x3 inches covered with considerable amount of fat. No regulatory control action was taken because this area was re-cleaned and sanitized in my presence. [redacted] QC, was notified of this non-compliance. The establishment is not in compliance with 9 CFR 416.1, which states in part: "Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions" and 9 CFR 416.4(b), which states in part: "Non-food contact surfaces of facilities, equipment and utensils used in the operation of the establishment must be cleaned and sanitized as frequent as necessary to prevent the creation of insanitary conditions".

Regulation:

416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
