Citation: On November 19, 2010 at approximately 720 hours, while reviewing HACCP records as part of a scheduled 03J02 procedure, the following noncompliance was observed. The HACCP plan for Slaughter (Pork) with revision dated 11/5/10 states "[redacted] However, the Slaughter Inspection Report, USA-HACCP form 003 for the dates 11/15, 11/16, 11/17, and 11/18 shows missed checks. For 11/15 there was only one pig (#443) monitored between #400 and #500 slaughtered. [redacted] For 11/16 there was only one pig (#364) monitored between #300 and #400 slaughtered. For 11/17 there was only one pig (#143) monitored between #100 and #200 slaughtered. For 11/18 there was only one pig (#454) monitored between #400 and #500 slaughtered. QC, was notified of the noncompliance. The establishment is not complying with regulations 9CFR 417.2(c)(4) which states "The HACCP plan shall, at a minimum: List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits" and 9CFR 417.5(a)(3) which states "The establishment shall maintain the following records documenting the establishment's HACCP plan: Records documenting the monitoring of CCP's and their critical limits, including the recording of actual times, temperatures, or other quantifiable values, as prescribed in the establishment's HACCP plan." Refer to previous similar NR 0071-2010-17379 dated 11-1-10 which has not yet been answered. Previous preventive measures were ineffective or were improperly implemented to prevent recurrence. This document serves as written notification that your failure to comply with regulatory requirements could result in additional regulatory or administrative action.

Regulation:

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;

417.5(a)(3) Records documenting the monitoring of CCP’s and their critical limits, including the recording of actual times, temperatures, or other quantifiable values, as prescribed in the establishment’s HACCP plan; the calibration of process-monitoring instruments; corrective actions, including all actions taken in response to a deviation; verification procedures and results; product code(s), product name or identity, or slaughter production lot. Each of these records shall include the date the record was made.
