Citation: On 01 November 2010, at approximately 0700 hrs, whilst performing an unscheduled ISP procedure code 05A01, immediately after completing preoperational sanitation procedures at this plant, I observed [redacted] QC, obtain a Generic E. coli sample in the following manner: Mr [redacted] without additional establishment employee assistance, put on a pair of gloves after sterilizing his hands. He then handled the outside of the bag containing the sponge, opened the bag, and poured the liquid into this bag. He massaged the sponge within the bag so that it was completely saturated. At this point, because he had the bag in one hand and lacked additional assistance, attempted to open the bag containing the template. Due to difficulty in doing so because of the conditions stated above, he used his teeth and tried to open the bag this way. Being unsuccessful in this attempt, he used a knife to open this bag. At this point, the hams, belly, and jowls were swabbed and the sample was packaged for submission. No regulatory control action was taken as no product was directly affected; additionally, further research was necessary to determine the proper course of action. [redacted] EIAO, was expected to arrive shortly. After his arrival, the findings were discussed, and the issuance of a noncompliance report was deemed the proper course of action. [redacted] Jr., was notified of this noncompliance at approximately 1115 hrs. The establishment is not in compliance with the following regulations: 9 CFR 310.25(a)(2)(1), which states the following: "Written procedures. Each establishment shall prepare written specimen collection procedures which shall identify employees designated to collect samples and shall address location(s) of sampling, how sampling randomness is achieved, and handling of the sample to ensure integrity. The written procedure shall be made available to FSIS upon request."
