Citation: Today at 0930 hrs. I was performing Outside Premises inspection and discovered a mass amount of flies on the uncovered Offal barrels. These barrels also had a putrid smell to them. I informed the plant employee that these barrels need to be covered to reduce the chance of attracting additional pests. This is in violation of 9CFR416.1 which states "Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated." 9CFR416.2(a) states "The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions, adulteration of product, or interfere with inspection by FSIS program employees. Establishments must have in place a pest management program to prevent the harborage and breeding of pests on the grounds and within establishment facilities. Pest control substances used must be safe and effective under the conditions of use and not be applied or stored in a manner that will result in the adulteration of product or the creation of insanitary conditions." 9CFR314.4 states "Tanks, fertilizer driers, and other equipment used in the preparation of inedible product must be operated in a manner that will suppress odors incident to such preparation which could adulterate edible product or create insanitary conditions.
