Citation: On Thursday, May 31, 2012 at approx. 0755 hours during the performance of a Pre-operational Inspection SSOP verification task observed the following Noncompliances after the completion of the establishments Pre-op Sanitation Monitoring and prior to the start of production operations on the Kill Floor. 1) Eight stainless single hooks and three stainless multi hook trees suspended from the carcass rails observed blood and manure on product contact surfaces from previous production. 2) Small Splitting Saw (well-saw) observed product residue (meat, fat, blood) from previous production throughout several product contact (blade, blade guide) and non product areas (handle, trigger). 3) Hog Dehairing Table, observed product residue (blood, hair) from previous production throughout several non product contact areas under the table surface and throughout the framework. 4) Viscera Inspection Tray, observed product residue (fat) and a soap residue among standing water on the product contact surface areas within the tray from previous production and sanitation. 5) Carcass Splitting Tray, observed product residue (meat, fat) on the product contact surface areas within the tray from previous production. 6) Yellow suspended water line hose, observed product residue (meat, fat) build-up from previous production throughout the hose clamps and nozzle. Applied U.S. Reject Tag # B35 690643 to the Kill Floor pending further verification of the Establishments corrective actions.. Notified [redacted] Kill Floor Supervisor verbally of the noncompliances and regulatory control actions taken. Corrective actions were initiated by the Establishment, all equipment had been reinspected, found acceptable and released at approx. 0822 hours. A review of the Establishments SSOP/HACCP Form for the Slaughter Department dated 05/31/12, indicated that all areas were acceptable prior to these findings of noncompliance. Informed [redacted] Plant Vice President of the noncompliances both verbally and in writing with this Noncompliance Record.

Regulation:

416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
