Citation: On Wednesday, July 28, 2010 at approx. 0745 hours during the performance of Inspection System Procedure (ISP) 03C01 observed the following Noncompliance. Upon reviewing records associated with the Raw Not-Ground HACCP Plan, CCP 3-B observed that the CCP records were not completed as indicated in the Establishments HACCP Plan. The CCP record " Refrigeration Checks" dated for the month of July indicated that results of the monitoring for CCP 3-B were documented the week of July 18, 2010 thru July 24, 2010 only four times (07/18, 07/19, 07/20 & 7/21/10). Each entry included the date, time, quantifiable value (temp.) within CCP limits and monitors initials. The Establishments HACCP Plan States: CCP 3-B, [redacted]. Informed Saundra Dickinson, Plant Owner/President of the noncompliance verbally. Through a discussion of the noncompliance the Plant Owner indicated that the temperature checks were completed with acceptable results within the HACCP Plan critical limits, although not documented. Informed [redacted] Plant Vice President of the noncompliance in writing with this Noncompliance Record. Failure to meet these regulatory requirements can lead to enforcement actions as described in 9 CFR Part 500.4. You are hereby advised of your right to appeal this decision as delineated by 306.5 and/or 381.35 of 9CFR.

417.5(a)(3) Records documenting the monitoring of CCP’s and their critical limits, including the recording of actual times, temperatures, or other quantifiable values, as prescribed in the establishment’s HACCP plan; the calibration of process-monitoring instruments; corrective actions, including all actions taken in response to a deviation; verification procedures and results; product code(s), product name or identity, or slaughter production lot. Each of these records shall include the date the record was made.
