Citation: On Tuesday, June 28, 2011 at approx. 0715 hours observed the following noncompliance during the performance of Inspection System Procedure 05A02. A review of the establishments Escherichia coli Biotype 1 (Generic E. coli) procedures states that [redacted]. A review of the ante-mortem pen cards along with the slaughter totals entered into the e-Animal Disposition Reporting System (eADRS) indicated that [redacted] Roaster Swine were slaughtered under Federal Inspection on Thursday, June 9, 2010 during the first full week of June 2011 (week of June 5, 2011 thru June 11, 2011). The Escherichia coli Biotype 1 (Generic E. coli) results were not charted for the first week of sampling. Questioned Mr. [redacted] Plant Vice President whether a sample had been collected for the week of June 5, 2011 thru June 11, 2011 for Escherichia coli Biotype 1 (Generic E. coli) analysis. Mr. [redacted] indicated that they failed to collect a sample during the first week of slaughter. Informed Mr. [redacted] that for the purpose of Escherichia coli Biotype 1 (Generic E. coli) sampling, very low volume establishments shall collect at least one sample per week when the predominant species is slaughtered, starting the first full week of operation after June 1 of each year, and continue sampling at a minimum of once each week the establishment operates until June 1 of the following year or until 13 samples have been collected, whichever comes first. Informed [redacted] Plant Vice President of the noncompliance's verbally and in writing with this Noncompliance Record.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

317.2(c) Labels of all products shall show the following information on the principal display panel (except as otherwise permitted in this part), in accordance with the requirements of this part or, if applicable, part 319 of this subchapter

310.25(a) Criteria for verifying process control; E. coli testing.
