Citation: On Wednesday December 08, 2010 at approx. 0830 hours, during the performance of Inspection System Procedure 01B02 observed the following noncompliance's after the Establishment employee informed me verbally of the completion of the establishments Pre-operation Sanitation Monitoring and prior to the start of operations on the kill floor. 1. Food residue on the food contact surface of the Weasend rod, approx. eight pieces about an eighth inch size. 2. I also observed product residue on the beef splitting saw around the end of the saw inside the slide mechanism. 3. Two aprons hanging on the head wash cabinet that had what appeared to be blood and residue from the previous day's production. 4. The head wash cabinet had approx. twenty three spots of what appeared to be fat residue on the inside of the head wash cabinet. 5. The head rack had a piece of product residue approx. one inch long and half inch wide from the previous day's production. 6. The stainless steel long hooks that are kept on the rail on the kill floor, I observed eighteen to twenty hooks had product residue on them from previous productions. 7. The stainless steel pan that is placed on the floor to assist in splitting beef carcasses had several spots of product residue on the inside of the pan (product contact surface). There were three SPS issues observed while performing Inspection System Procedure 01B02. 1. The rail that the splitting saw rides on had flaking rust on the entire length. 2. The spring on the beef splitting saw that is attached to the power cord on the saw is covered in rust the entire length of the spring. 3. The table in the corner under the electric breakers in covered in dirt and debris. Informed Slaughter floor supervisor verbally of the noncompliance observed. Informed Plant Vice President of the noncompliance's in writing with this Noncompliance Record. These Noncompliance's are in violation of 416.1, 416.4(a), 416.4(b) and 416.2(b)(1) of the Sanitation Performance Standards and the Sanitation Standard Operating Procedures Regulations.

Regulation:

416.2(b)(1) Construction. Establishment buildings, including their structures, rooms, and compartments must be of sound construction, be kept in good repair, and be of sufficient size to allow for processing, handling, and storage of product in a manner that does not result in product adulteration or the creation of insanitary conditions.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
