Citation: On May 15, 2012 at approximately 0815 hrs, I performed Livestock Humane Handling. While verifying the humane handling activities for HAT Category IV - Ante-Mortem Inspection - the following noncompliance was noted in the establishment's holding pen: a protruding object approximately 2" in length was noted to be attached to the cinder block wall. Upon further inspection, this object was noted to be an old gate bracket located approximately 1' from the wall/floor junction. This protruding object may cause injury or pain to the livestock. At this time, no animals were injured or affected by this object. A verbal request was made to establishment management to correct this noncompliant deficiency. Establishment management promptly provided IPP with satisfactory assurances to correct this deficiency.[newline]Mr. Dwight Ely, Owner/Operator, was notified of the noncompliance and failure to meet 9 CFR 313.1.


313.1(a) Livestock pens, driveways and ramps shall be maintained in good repair. They shall be free from sharp or protruding objects which may, in the opinion of the inspector, cause injury or pain to the animals. Loose boards, splintered or broken planking, and unnecessary openings where the head, feet, or legs of an animal may be injured shall be repaired.
