Citation: At 0740 hours while performing the 04C03 procedure in the cooler area of the establishment the following noncompliance was observed. A plastic cart used for various purposes in the cooler area was observed to have blood and fat particles from a previous day's production on the top. This cart was rejected using US reject tag no. B32675599. A stainless cart in the carcass chill cooler was also observed to have fat particles from a previous production day on it. This cart was holding totes of product. Upon visual examination it did not appear that the product was affected by this noncompliance. The cart was rejected using US reject tag no. B32675598. Outside the freezer area of the establishment the weeds have grown up the edge of the building and dock. The weeds have also grown up around some skids and various items on the same side of the building as the freezer. Mr. [redacted] was notified of this noncompliance. 9 CFR 416.2(a) states "Grounds and pest control. The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions, adulteration of product, or interfere with inspection by FSIS program employees. Establishments must have in place a pest management program to prevent the harborage and breeding of pests on the grounds and within establishment facilities. Pest control substances used must be safe and effective under the conditions of use and not be applied or stored in a manner that will result in the adulteration of product or the creation of insanitary conditions." 9 CFR 416.4(b) "Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product." No product was retained due to these noncompliances. No similar noncompliance was recently documented.

Regulation:

416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.2(a) Grounds and pest control.
