Citation: At 0705 hours while performing the 06D01 procedure in the processing room area of the establishment the following noncompliance was observed. The door leading from the processing room to the outside into the parking area was starting to come apart at the bottom and starting to rust. A wall in the hallway area next to the door of the inspection office was observed to have a gap at the bottom. A wall in the same area on the same side as the door to the outside also had a hole meauring approximately 3 inches long by 2 and a half inches high at the bottom near the floor. Outside the USDA office area the recent rains had caused the the grass to grow high. Mr. [redacted] was notified verbally of these 3 noncompliances. No regulatory control action was taken. No product appeared to be affected by these noncompliances. 9 CFR 416.2(b)(1) states "Establishment buildings, including their structures, rooms, and compartments must be of sound construction, be kept in good repair, and be of sufficient size to allow for processing, handling, and storage of product in a manner that does not result in product adulteration or the creation of insanitary conditions." 9 CFR 416.2(a) states "Grounds and pest control. The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions, adulteration of product, or interfere with inspection by FSIS program employees. Establishments must have in place a pest management program to prevent the harborage and breeding of pests on the grounds and within establishment facilities. Pest control substances used must be safe and effective under the conditions of use and not be applied or stored in a manner that will result in the adulteration of product or the creation of insanitary conditions." 9 CFR 416.2(b)(3) states "Walls, floors, ceilings, doors, windows, and other outside openings must be constructed and maintained to prevent the entrance of vermin, such as flies, rats, and mice." No similar noncompliances were recently documented.

Regulation:

416.2(a) Grounds and pest control. 416.2(b)(1) Construction. Establishment buildings, including their structures, rooms, and compartments must be of sound construction, be kept in good repair, and be of sufficient size to allow for processing, handling, and storage of product in a manner that does not result in product adulteration or the creation of insanitary conditions.

416.2(b)(3) Walls, floors, ceilings, doors, windows, and other outside openings must be constructed and maintained to prevent the entrance of vermin, such as flies, rats, and mice.
