Citation: At the Establishment the plant empties the stomach contents from cattle killed here in to 55 gallon drums and stores these drums till Fridays at that time the plant hauls them to the owners farm for disposal. They also use these drums to hold the manure from cleaning the holding pens and it is supposed to be taken away on Fridays also. The establishment has a barrel sitting outside the Cattle unloading dock for the last two weeks. I have notifyed [redacted] of this matter on 8/9/11. The barrel is half full of manure and is sitting under the rain spouting and has filled up with rain water. for the last two weeks i have reminded the plant that this barrel needed to be hauled away. Today when i arrived at the plant this barrel has still not been removed. This barrel is really starting to stink with stagnant water, manure mixed. With the warm weather and rain the barrel is only attracting more fly's than normal to the holding pen area, as i observed this on friday.So at this time the plant needs to remove the barrel away from the plant or have it hauled away before the start of operation on Tuesday morning. If this problem is not corrected by than, I will be forced to take Regulatory Control actions because regulation 416.1 was not met.

Regulation:

416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.2(a) Grounds and pest control. The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions, adulteration of product, or interfere with inspection by FSIS program employees. Establishments must have in place a pest management program to prevent the harborage and breeding of pests on the grounds and within establishment facilities. Pest control substances used must be safe and effective under the conditions of use and not be applied or stored in a manner that will result in the adulteration of product or the creation of insanitary conditions.
