Citation: after arriving at the establishment, I inquired if the plant was ready for me to conduct my pre-op inspection and was told everything was ready. I went to the kill floor and found the following deficiencies. the small well saw used to split the brisket and H bone in cattle had build up on the housing of the saw from the previous days. the build up included fat and meat particles that varied in size and to many to count, tag # B34755736 was applied to the saw. I than turned my attention to the offal cart. I turned the pan over that is used to hold the heart and liver and observed a large amount of blood on the bottom of the pan, this indicated to me that the bottom of the pan was never cleaned. I applied tag#B34755730 to the cart. I showed the deficiencies' to [redacted] and he told [redacted] to clean and sanitize both pieces of equipment I reinspected the saw and cart and found them to be acceptable. I also checked the plants records and found that everything was marked as acceptable during the plants inspection before the start of the day. Past Similar NRs - Previous Ineffective Plant Actions: failure to conduct pre-op inspection NR: 7-2010 dated 6/28/2010; NR: 3-2010 dated 4/13/2010

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.
